The Central National Library of Montenegro is open to all citizens of Montenegro over 17 years old, as well as to foreigners with residence in Montenegro, but also to scientific and research institutions registered as collective users. The right to use the materials and services of the Library is acquired by registration, and the Library card could be issued for three days, one month or one year, according to the users’ needs. Internet services are included in the price of annual and half-yearly membership fee.

Library material can only be used within the reading rooms. Central National Library of Montenegro includes three reading rooms- two located within the main building and one at the other location where national collection “Montenegrina” and Collection of Old and Rear books is placed.
